「核心價值」公民聽証會
公民聽証會是一個由公民社會倡議的正規程序,以收集及整合普羅大眾和相關人士對公共政策深思熟慮的意見,從而促進社會各界就特定的議題達致共識。
「維護香港核心價值」宣言聯署人,就「核心價值」的問題,於2004年7月25日舉辦一個公民聽証會。超過30位市民及團體在聽証會上就重點討論題目發表意見,並有超過80位公眾人士出席旁聽。
聽証會由獨立小組主持。獨立小組收集各界意見後,發表公開報告,提交社會大眾、特區政府及立法會跟進。

重點討論題目
1. 你認為什麼是最有迫切需要採取具體措施或行動去維護的核心價值?
2. 有意見認為維護核心價值是政府與社會大眾的共同責任,你認為這些措施或行動應由誰設計?誰執行?誰監察?
3. 有意見認為任何措施均應切實可行,並同時具備短期目標和符合香港的長遠發展,你對這些措施或行動的內容有何具體建議?
4. 有建議認為香港應該制定一套「核心價值約章」,將核心價值的理念轉化成不同範疇的具體行為準則(例如包括管治、商界、專業、公民社會等範疇),並建立一套開放公眾參與的機制加以監察,你認為這項建議是否值得嘗試?

Hearing is a formal process initiated by the civil society
to collect and to integrate well-informed views from the general
public and relevant stakeholders, with a view to building
consensus on specific public policy questions.
A
group of signatories and initiators of Hong Kong Core Values
Declaration will hold a Citizen Hearing on questions relating
to Hong Kong Core Values.
The Hearing Panel will hear presentations from individuals
and organizations who have registered to do so. This Part
will be moderated by a Hearing Panel which will summarize
the views collected and other written submissions and prepare
a report for the public, the government and the Legislative
Council.

Presenters
are invited to address the following Focus Questions:
1.
Considering the sector you belong to or the circumstances
surrounding you, what are the core values that you feel most
urgent to protect through concrete measures or actions?
2.
There are some comments that it is the government and the
community's joint responsibilities to safeguard Hong Kong's
core values. With respect to the measures or actions mentioned
above who do you think should take up the task to design,
to execute and to monitor them?
3.
There are some comments that any measure adopted should be
practical and feasible, incorporating short-term targets and
consistent with Hong Kong's long-term development. Do you
have any specific proposal on what these measures or actions
should be?
4.
There are some suggestions that Hong Kong should formulate
a "Core Values Charter" so as to transform these
values into guiding principles of behaviour in different sectors
(e.g. those related to governance, to the business sector,
to professionals and to civil society, etc.) and to monitor
its progress through an institutional mechanism with public
participation. Do you think this suggestion is worth trying?
